School/ academic career:

Student at the French High School of Bilbao-Espagne (baccalaureate) and  acquisition of a Master degree in Law at León’s university (Spain) in  1989. Member of the Upper body of State Administratives since 1992.

Professional career :

Director of the International Relations Department at the National Institute of Public Administration (INAP) since February 2012, I am in ch  arge of   the international cooperation on governance and institutional strengthening, and for the representation of the INAP in international organizations on public administration, as well as bilateral relations with counterpart institutions.

 She is member of the Board of IIAS (International Institute for Administrative Sciences) and member of the Bureau and Board of EIPA (European Institute of Public Administration).

 Before her present position, she was Head of International Affairs at the Secretary of State for Telecommunications and Information Society and National Expert at the European Commission (DG CONNECT). 

 Co-author of the books "Juridical Regime of Telecommunications, TV and Internet" (2002), "The New Regulation of Telecommunications, Television and the Internet” (2003) and “Cooperation in Training with other international Institutions” (2016).

How do you see your professional career until now?

I think that the most important is to put things in proper place. As the time goes on, I give more and more  a value to the human aspect of the people. Diligence, clarity, knowledge, and skills are very important to develop a career as a public director , but, moreover, it is more important to take into account the feeling and the sensations of the others. The team motivation is not possible if we do not pratctive empathy.

By my job as  a Director of international relations at the National Institute of Public Administration (INAP)

What is the epic moment of your career?

My period as the responsible of the organisation in Spain of the EU’s Council for telecommunications  for the Spanish  Presidency during the first semester in 2010. I had to organize this important event  and, at the same time the spanish presence as an invited country in an important international telecom fair with a small team, but very motivated. 

Could you describe a typical day in your territory/organization ?

Usually, I have a lot of exchanges with my team about the cases we are undertaking at any given time. I have also several telephone exchanges with my colleagues around the world and I often have to attend the visits of the colleagues of the counterpart institutions. My job includes also the studies and the and the necessary preparations to participate to seminars international meetings and the recorts organs of several internation organisations.

What are your hobbies?

Flee-market, music and Photoshop.
